The African Union’s Peace and Security Council has proposed sending
5,000 peacekeepers to Burundi, invoking for the first time a rule which
allows it to deploy a force without a country’s consent, a diplomat
said.
Burundi, which United Nations officials said is on the brink of civil war, has said there was no need for a peacekeeping mission.
